Senator Feinstein speaks to the media after a closed meeting of the Senate Intelligence Committee on Capitol Hill in Washington, DC. The US Senate Intelligence Committee has voted to declassify its long-awaited report on the CIA’s use of interrogation methods that critics say amount to torture. Senator Dianne Feinstein, a Democrat who chairs the committee, said that the vote was 11-3 to declassify what she called the “shocking” results of investigating the Central Intelligence Agency (CIA) practices under Republican president George W Bush. The vote to lift the blackout on the summary and recommendations of the 6,200-page report follows an unprecedented clash by Feinstein with the CIA, and would give the world its first official look at its regimen of interrogation and detentions in the aftermath of the September 11, 2001 attacks. “The report exposes brutality that stands in stark contrast to our values as a nation. It chronicles a stain on our history that must never be allowed to happen again. This is not what Americans do,” Feinstein told reporters after the committee voted during a classified meeting. It will still be weeks – if not longer – before any of the document is cleared for release. Some committee Republicans voted with the Democrats in favour of declassifying the report, but it was clear there were bitter divides within the panel. The investigation began four years ago but was conducted only by Democrats. Republicans declined to participate because they felt it was too biased. The three no votes were all from Republicans – Senators Dan Coats of Indiana, Marco Rubio of Florida, and James Risch of Idaho. In a joint statement, Rubio and Risch called the report “one-sided and partisan” and said its release could endanger Americans overseas and risk US relations with other countries. Georgia Republican Senator Saxby Chambliss, the panel’s vice-chairman, said that he voted for declassification “to get it behind us” and allow the public to make up its own mind. He called the probe a waste of time and disputed assertions that the interrogation techniques had not helped to track down Osama bin Laden or others suspected of terrorism. “There was information gleaned from this programme which led not only to the takedown of bin Laden but to the interruption and disruption of other terrorist plots over a period of years,” Chambliss said. Congressional and intelligence sources said the report strongly condemned now-abandoned interrogation techniques such as “waterboarding” or simulated drowning, and concluded that they did not produce significant counter-terrorism breakthroughs. The report is at the centre of a bitter dispute between Feinstein and the spy agency over whether the CIA secretly monitored the panel’s investigation. Feinstein, normally one of Congress’ strongest supporters of the intelligence community, accused the CIA in March of spying on Congress as it conducted the probe and possibly breaking the law. And a top CIA lawyer complained to the Justice Department that Senate investigators accessed privileged agency records without proper authorisation. On Thursday, Feinstein said the report points to “major problems” with the CIA’s management of the interrogation programme, and its interaction with the White House, Congress and other parts of government. The Senate panel will now ask the White House to declassify the politically sensitive report. An administration spokeswoman said President Barack Obama wanted this to happen as expeditiously as possible. Obama halted the interrogation programme shortly after taking office in 2009. “The president believes that bringing this programme into the light will help the American people understand what happened in the past and can help guide us as we move forward, so that no administration contemplates such a programme in the future,” spokeswoman Caitlin Hayden said in a statement. Dean Boyd, the CIA’s director of public affairs, said the agency would act quickly. He said the agency had learned from the interrogation and detention programme’s shortcomings and had taken corrective measures, but indicated it would not sign off on an inaccurate report. The CIA has taken issue with some of the findings and has said the report contains factual errors. “We owe it to the men and women directed to carry out this programme to try and ensure that any historical account of it is accurate,” Boyd said. Feinstein said she hoped the release would come quickly, perhaps in as soon as 30 days. “That may be wishful thinking, but I hope not,” she said. Mafia fugitive Domenico Rancadore, pictured with his wife Anne covering their faces at a previous court hearing, has been re-arrestedPAMafia fugitive Domenico Rancadore who last month avoided extradition to Italy has been re-arrested over his connections to the criminal gang, the Metropolitan Police has said . Officers from the extradition unit arrested the 65-year-old in Uxbridge, west London, yesterday, after they received a new European Arrest Warrant request from Italy. It alleges that Rancadore has an "outstanding sentence of seven years imprisonment to serve for participation in Mafia association" between 1987 and 1995 in Palermo. He is due to appear at Westminster Magistrates' Court today. Rancadore, known as The Professor, was first arrested in August last year under a European Arrest Warrant for the same allegations, police said. He had evaded Italian authorities for 20 years, who accused him of fleeing Italy where he faced trial over his alleged Cosa Nostra ''man of honour'' connections. However, he won a battle against extradition back to his native Italy last month after Senior District Judge Howard Riddle ruled that prison conditions in Rancadore's home country would breach his human rights. He was later told at another heading that he would not face an appeal against the judge's ruling. A consent order for the appeal to be withdrawn was waiting to be heard at the High Court, the hearing was told. Granting Rancadore unconditional bail, District Judge Quentin Purdy said: "You're free to go as far as this court is concerned. The court heard the CPS lodged an appeal against the decision to refuse Rancadore's extradition but it was not served to his lawyers within the seven-day time limit. Mr Purdy said unconditional bail had been granted "as a matter of caution" until the High Court sanctions the dismissal of the appeal. Mr Riddle reversed his original decision to extradite Rancadore, who has a serious heart condition, following concerns prison conditions would breach his human rights. Rancadore and his wife moved with their two children to Uxbridge in 1994 and lived under the name of Skinner, the maiden name of Mrs Rancadore's British mother. Police arrested ''Marc Skinner'' under a European arrest warrant on August 7 at the upmarket semi-detached home. At a previous hearing, Mr Rancadore said he came to the UK to give his children "a good life", and to bring his time in Italy to an end. He said the maxi-trial in which he was a defendant in the mid-1980s - involving 460 defendants, one of whom was his father - was a "terrible experience". Asked about changing his name to Marc Skinner, he said it was to end ties with Italy, adding: "This was the only way. ARLINGTON, Texas — Mark Whitworth attended the NCAA-sponsored mock selection exercise in mid-February and did not return to the Southeastern Conference office in Birmingham with good news.The SEC wasn't held in high esteem then, and the actual NCAA Tournament selection and seedings in March wouldn't be kind to the conference."Whether I agreed or not, it didn't matter, but it was pretty obvious to me that the opinion of our league wasn't favorable," said Whitworth, the SEC's associate commissioner for men's basketball.But look at the SEC now.Saturday's Final Four could become a five-hour infomercial for the conference. The first national semifinal matches league champion Florida against Connecticut, followed by Kentucky against Wisconsin.Oddsmakers project a fourth Gators-Wildcats meeting of the season on Monday night, which would make it the first all-conference final since Kansas-Oklahoma stoked Big Eight pride in 1988.This from a conference that placed half as many teams, three, into the NCAA Tournament as the Atlantic-10."What our teams have accomplished is terrific, and it gives us something to build on," Whitworth said.The bracket could not have been more unfavorable to the SEC teams. Kentucky, tied for second and the conference tournament runner-up, was assigned a No. 8 seed and was aligned with the region's top seed, Wichita State, in its second game.Tennessee was one of the final teams invited, tabbed a No. 11 seed and was dispatched to Dayton, Ohio, to play an additional tournament game.But the positioning only served to inspire the teams.The Volunteers survived Iowa in overtime in Ohio and then walloped Massachusetts and Mercer in reaching the Sweet 16.Kentucky and its five freshman starters found their identity in the tournament and have played at a remarkable level in defeating the Shockers and then the two teams that met for last year's title, Louisville and Michigan.The Gators merely have lived up to their promise of being the overall top seed, steamrolling four opponents, all by double digits.That makes the SEC 11-1 in the NCAA Tournament, a record that looks like an SEC football champion gunning for yet a national championship.But the March success doesn't excuse the pratfalls of November and December that crushed the league's favorable ratings with the selection committee.The SEC lost its first 10 games against ranked opponents, not breaking through until Missouri defeated UCLA on the day of the SEC football championship game.The Gators quickly got on track, and Kentucky defeated Louisville, but the SEC had not distinguished and the teams were poised to whomp on each other in league play.Georgia made an early impression, winning at Missouri. The Tigers' best moments came in their sweep of Arkansas, and the Razorbacks took two from Kentucky. Those three teams, plus LSU, were at some point thinking they would make the NCAA Tournament.League leaders were making improvement, passing the eyeball test. But with slim margins for error late in the season, some of the teams fell into the margin. The Tigers lost their final five road games. Arkansas got blasted at Alabama. And Selection Sunday was full of groans.Now, with half of the Final Four for the fourth time in league history, the SEC can crow this weekend and deliver a message to its own teams. League play can prepare a squad for March success, but you have to get here first, and that won't happen unless nonleague schedules are upgraded.Starting this year, all SEC nonconference schedules will be funneled into the league office and considered by Whitworth and Greg Shaheen, a former NCAA Tournament boss who has consulted with the league for this very purpose."We'll have a full year with our new policy in place where we will review and approve schedules," Whitworth said. "We're just trying to strengthen an already pretty good product."Why should the nation's top football conference care about basketball? A financial component for starters. Revenue from the NCAA Tournament is distributed to conferences based on collective success. More teams gives a conference more chances to cash in.Also, starting next season, ESPN's SEC Network will air more men's basketball games than any other sport, more than 100. The platform to sell the conference will be stronger than ever, and, well, the product needs to be good TV.As it has been throughout March, even with limited inventory. The high point of the People’s National Movement’s Women Forum on Thursday night was the intervention of Laurel Lezama-Lee Sing, who declared she “fully supported Dr Keith Rowley as the next political leader and Prime Minister of Trinidad and Tobago”. Lezama-Lee Sing told the cheering crowds contrary to what “may be coming out in the public debate, a big percentage of the people of Arima were solidly endorsing Rowley”. The fact that Lezama-Lee Sing is from Arima, the political base of Rowley’s rival, Pennelope Beckles-Robinson, and that she is married to the son of former Port of Spain mayor Louis Lee Sing, one of Rowley’s severest critics, was not lost on the audience, who exploded with applause following her remarks. Former senator Fitzgerald Hinds said he wanted to record that “Laurel Lezama-Lee Sing spoke on behalf of the sensible elements of the Lee Sing family”. The comment brought the house down, provoking the quip of “Look at trouble” from a laughing Lezama-Lee Sing. Lezama-Lee Sing had also stated when she looked at the opposing slate, she was a little concerned the person was riding on the wave of being a woman, but when one looked at the slate, women were not being afforded positions of honour or being treated properly. The meeting took place at City Hall, Port of Spain, which was the turf of the former mayor Lee Sing. At the meeting guest speaker Faris Al-Rawi, party public relations officer, took Lee Sing to task for a series of articles published recently in the Express which were critical of Rowley. Al-Rawi noted Rowley had maintained a studious silence to Lee Sing’s barbs. He said he believed this was so because Lee Sing’s arguments had not reached the level of intellectual discourse needed to generate a response from the leader. Noting that Lee Sing was critical of the decision to allow party members, whether financial or not, to participate in this election, Al-Rawi said Rowley wanted to err on the side of “inclusion”—a position which had been endorsed by the General Council. Al-Rawi recalled that under the delegate system, no one questioned the fact that the delegates represented members, some of whom may have been financial. The financial status of people who participated in the party group meetings to determine how the delegate should vote was never an issue. He said he never heard the critics saying don’t let delegates who represent non-financial members vote. Al-Rawi also looked at Prime Minister Kamla Persad-Bissessar and Sport Minister Anil Roberts, “the latest cry baby”. Quoting the Prime Minister’s statements that her leadership was “not formed of loud and angry politicians who feel that shouting and attack everything is the best way to be heard”, Al-Rawi said one could not have found a better description of Roberts. He said the Prime Minis­ter, who holds the record of having made the fewest contributions in Parliament among prime ministers and who only wants to speak last so that no one can reply to what she has said in the Parliament, put Roberts who was only about “comedy, comess, bacchanal and volume” to respond to a serious motion on the $1 billion contract awarded to Super Industrial Services by the National Gas Company and the Water and Sewerage Authority. He noted the Government had a record of having 18 people removed from office. Main speaker Senator Camille Robinson-Regis launched a blistering attack on the Government, singling out each minister as she detailed either his alleged treatment of women, his alleged abuse of authority or other alleged infractions. She cited Glenn Ramadharsingh, Chandresh Sharma, Anand Ramlogan, Tim Gopeesingh, Vasant Bharath, Devant Maharaj and Anil Roberts, “...and they saying that is because of the high ideals of the Prime Minister? They might be high, but they have no ideals”, she said. She noted since all of these people were selected by the Prime Minis­ter, it was a measurement of her poor choices and “an absence of leadership”. “Trinidad and Tobago cannot continue with this ‘wukless’ excuse for a Government,” she added. Robinson-Regis derided Roberts, saying he liked to be loud and to shout, but was an “empty vessel” and a “soft man”. Calypsonian Penguin’s “Woman Don’t Like Soft Man” was then played and the audience sang along. She said Rowley was a man of steel. “He is not a soft man, I have been told,” she said, provoking chuckles from the audience. The audience shouted the names of “Faris” and “Hinds”, and Robinson-Regis said she was also informed they too were not “soft men”. Robinson-Regis said in the face of all this, the media, NGOs, chambers and the clergy had remained relatively quiet. Many of the gardens are large and owners have clearly dedicated much time and effort on them.This year’s spring event begins Saturday and runs through April 13th. The residents open their gardens twice each year, once in the spring and once in the fall. To gain entrance to the gardens, a passport ticket costing ?500 is required for adults. Children under 18 years of age can join their parents for free. The passes are sold in various places within Nanjo City including the Nanjo City Hall Ozato Branch (map: http://goo.gl/maps/XMy0x), Yuinchi Hotel Nanjo (map: http://goo.gl/maps/pznAf) and elsewhere. Sigle was dean of students and wrestling coach at neighboring Downingtown West at the time, and as he put it, with all the coverage the texting exchange received, it was hard not to follow it. "It was shocking. I guess I can say that," Sigle said. "Anytime you have those kinds of things, it's not something good that you want to see in education. Sigle has become a big part of the aftermath of that scandal. Hired as the Coatesville athletic director, replacing Jim Donato, Sigle is 21/2 weeks into the job and is tasked with more than just overseeing the school's sports teams. He has to distance the athletic program from its low point. "Obviously, I can't speak for what happened in the past. I don't have that knowledge. I wasn't a part of this district then," Sigle said. "But my pledge in moving forward is we're going to do things the right way. We're going to be transparent, and we're going to effectively communicate. That's one of my big things, to improve our communications to our community and to our students. At the end of the day, that's what matters - our students. That's what we're here for. ". . . If you operate with fiscal responsibility, you're transparent with the decisions that you make, and everything points back to the students, I think that you're doing your job. Sigle (pronounced SIG-ul) started the job by initiating a needs assessment in the district to hear what others suggested. He said he wants to improve communication through the school website and social media to those he called the "stakeholders" - administration and staff, students and their families, and others in the district. He wants the department to be fiscally responsible. (The Chester County District Attorney's Office is investigating the Coatesville Area School District for, among other things, financial improprieties involving the athletic department. Sigle said last week that he didn't have "any knowledge of that. Third, he wants to look at athletics in the district from the seventh grade on up to smooth the transition from middle school to high school. Jack Helm, Downingtown West athletic director, predicts Sigle will be a "rock star" within two years at Coatesville. "I think with the three athletic directors that he's worked either under or around here at Downingtown, he knows the right way to do it, and he's going to do it the right way," Helm said. The AD position is the first for Sigle, 37, and took him away from his roots. Sigle wrestled for four years at the old Downingtown High and graduated in 1995. He also was an assistant wrestling coach at Downingtown and then Downingtown West for 10 years, before taking over the West program in 2010. His wife is "a Downingtown girl," he said. His grandparents went to Downingtown. His father went to Downingtown. Ken Sigle, his uncle, was athletic director at Downingtown West. Corey Sigle lives about a mile from West. He has four sons, ages 2 through 7, and another child on the way, and he envisioned working at the school while his children passed through. He applied for the Coatesville job in the fall and endured four or five rounds of interviews, he said, and through the phases, his interest increased. "The one thing that I can say about this community is athletics matter," Sigle said. ". . . These kids are supported. They have an entire community, an entire town that bleeds black and red, really behind them. Sigle earned two degrees at West Chester: a bachelor's in health and physical education in 2000, and a master's in administration in 2008. He received a principal certification from Immaculata in 2009. Sigle taught physical education at Downingtown West from 2002 to '11, when he became dean of students. As the dean, he oversaw student life, including clubs, and was in charge of discipline for two of the four grades, parking, security, and emergency procedures. With Helm as AD for both Downingtown West and East, Sigle also acted as sort of an athletic liaison when needed at West. Much of that helped prepare Sigle for the athletic director's job. None of it, though, prepared the Downingtown guy for what he faced one day last week, when he checked on the Red Raiders' track and field meet against his former school. "It's something that I'm going to have to make an adjustment on," Sigle said. "I'll root for West when they're not competing against Coatesville. "This is where I am now, and these are the programs that I'm helping to move along. For Coatesville's sake, he'll move them along in more ways than one. rabitol@phillynews. Maintain quality of Chinese studies, UM told PETALING JAYA: The quality of Chinese studies at Universiti Malaya (UM) must be maintained regardless of any name change in the course, said MCA deputy president Datuk Dr Wee Ka Siong. He was commenting on a news report that the university plans to change the name of the Chinese Studies Department – under the Arts and Social Sciences Faculty - to the Chi­nese Studies Programme in Sep­tember. “This has led to worries that the course might be downgraded. The course is needed in the country because there was a huge demand in the market in view of the trend around the world of people studying the language,” Dr Wee told reporters here yesterday after witnessing the handing over of sponsorships from various organisations for the Malaysia National Lion Dance Champion­ship 2014. “The MCA’s bottom line is that the quality, level and functions of the course syllabus be enhanced and developed further,” he said. MCA vice-president Datuk Dr Hou Kok Chung has been assigned to study and discuss the matter with the university authorities. He had earlier said the renaming of the course would be carried out after the university merged the Cultural Centre and three faculties - Arts and Social Sciences; Languages and Linguistics; and Education – as a single Social Sciences and Humanities College. The move is part of the university’s revamp and cost-cutting exercise. In his speech earlier at the sponsorship ceremony, Dr Wee said although the lion dance was a Chinese tradition, Malaysians had made it unique with the participation of people from different races. Federation of North-South Dragon and Lion Dance Malaysia president Datuk Chai Kim Sen said they were working hard towards seeing the activity included in sports events. “We hope to train more dragon and lion dancers, and encourage the participation from the younger generation,” added Chai, who is MCA deputy national organising secretary. The Malaysia National Lion Dance Championship 2014 will be held on April 25 and April 26 at the South City Plaza in Seri Kembangan near here. Sioux City, IA (ABC9 News) -- Changes aren't happening just yet, but the DOT definitely has their eyes on I-29 and just what can be done. Near mile marker 132 in Salix, a fatal accident has once again reminded travelers and state troopers alike that that stretch of interstate can be dangerous. "There have been several accidents in the last few months on I-29, several of them having fatality circumstances," Chad Schweitzberger with the Iowa State Patrol. Now Dakin Schultz, transportation planner with the Iowa DOT, is looking at the area as well. Between 2003 and 2012 there were 182 crashes recorded on the stretch of I-29 from the rest area south, two of those were fatal. From last December to now, there have been three more fatalities. "We haven't received all the accident reports from these recent crashes,” Schultz said. “Once we receive those that will help us determine what some of the cause was in this area. The DOT does have options to prevent cross over accidents like Thursday's crash. Barriers like the cable ones popping up on I–29 and the cement blocks closer to the city have pro's and con's. But for rural areas, Schultz says the best option is the cable barriers. However, it isn't cost effective to line all of I-29 with the barriers. A single mile of the barrier costs $180,000. So from mile marker 95 to Sioux City, it would cost around $9 million to put up barriers. The DOT does say safety is top priority. "We're going to go back and look at the entire stretch of I–29 in District 3,” Schultz explained, “to see if there are certain areas that warrant more action regarding these cross over crashes. The DOT is cautious to use the barriers because they can make simple accidents where a car may have just ended up in the ditch, much more severe when the driver strikes the barrier. Pro: She'd add gender diversity to late-night, she has a successful daytime talk show and an easy rapport with celebrities. Con: DeGeneres is under contract for an extremely lucrative job, and has essentially inherited Oprah Winfrey's mantle as the queen of daytime. 6. Pro: He's an awards-show veteran and a likable personality who has guest-hosted with “Live with Kelly.” And his day job on CBS comedy “How I Met Your Mother” has ended. Con: He's on Broadway now, has appeared in movies and may not want to commit to a long-term contract for a daily talk show. 7. Pro: She has late-night talk-show experience and just announced plans to exit her gig on E! later this year. Con: The abrasive comedian is considered too edgy for CBS' mainstream audience. 8. Pro: He's newly unemployed, has a solid late-night following that matches CBS' older-skewing audience and loves to work. Con: Just two months ago, he vowed he'd never do another nightly talk show. But we've heard that before. 9. Pro: He's also a late-night veteran with a loyal (and younger) core fan base. Con: That fan base isn't big enough (as evidenced by his cable ratings), and he's seen as damaged goods after his heated “Tonight Show” exit. 10. Pro: He's a popular comedian with a beloved and scrappy cable sitcom. Presciently, a three-episode arc last season had his semi-fictional character vying to replace Letterman. Con: He doesn't like suits, his career is going just fine and there's almost no chance he'd actually do it. With David Letterman retiring next year after a record run in late-night TV, speculation is already rampant about who will replace him on CBS's 'Late Show.' We handicap some candidates.
