Senior Jared Smith shot a seven-over 78 to sit in a tie for 59th-place and senior Zach Estep is tied for 69th-place after shooting a nine-over par 80. Top-ranked Alabama leads the tournament at three-under par, seven shots ahead of second-place Kennesaw State. The College of Charleston’s Zach Munroe is four-under par, leading the individual tournament, two shots in front of second-place. The State Department misplaced and lost some $6 billion due to the improper filing of contracts during the past six years, mainly during the tenure of former Secretary of State Hilary Clinton, according to a newly released Inspector General report. The $6 billion in unaccounted funds poses a “significant financial risk and demonstrates a lack of internal control over the Department’s contract actions,” according to the report. The alert, originally sent on March 20 and just released this week, warns that the missing contracting funds “could expose the department to substantial financial losses. Why, yes, I believe six billion clams might just constitute “substantial financial losses,” even for a monster government with a tentacle in everyone’s pocket, and a brace of deficit unicorns chained up in the Treasury basement. How did this happen? Has anyone checked between the cushions of the couches at the palatial State Department headquarters? That’s where I often find my missing billions. The report centered on State Department contracts worth “more than $6 billion in which contract files were incomplete or could not be located at all,” according to the alert. “The failure to maintain contract files adequately creates significant financial risk and demonstrates a lack of internal control over the Department’s contract actions,” the alert states. The situation “creates conditions conducive to fraud, as corrupt individuals may attempt to conceal evidence of illicit behavior by omitting key documents from the contract file,” the report concluded. The State Department’s inability to properly file its paperwork is causing most of the losses, according to the report. That’s so bitterly ironic, because the government becomes extremely upset when we don’t fill out our paperwork properly. But when Derp Government has a few billion to throw around on contracts… eh, whatevs. The paperwork just kinda gets lost. Doubtless much of this money will eventually be found, but don’t worry about the funds that vanish for good… we’ll just raise somebody’s taxes to make up the shortfall, or maybe borrow some more cash from China, which will be able to buy another nuclear sub with the interest we pay them. One of the reasons our loose money-no-object, budgets-optional approach to debt-fueled government is so dangerous is that it lets high-rolling bureaucrats get lax with the paperwork. The sort of $6 billion error that would annihilate pretty much any private company barely rates media coverage. Why should it? It’s not as if any other part of Derp Government’s agenda is going to suffer because they lost track of a few measly billions. The Inspector General recommended State develop a centralized system for tracking contract files. Man, that does sound like a good idea. A few years ago, devices that would be invaluable for the creation of such a system were invented – they’re known as “computers.” The vast army of bureaucrats that works for the government could probably manage our money far more carefully, if they were equipped with these newfangled wonder gizmos. Say, wasn’t the State Department heard to complain that it couldn’t afford adequate security for its facilities in Benghazi? Too bad they misplaced the billions of dollars they could have spent on that. This supplemental formula is showing amazing results in glucose management. A Federal High Court sitting in Lagos, yesterday, ordered parties in the suit by suspended Central Bank of Nigeria, CBN governor, Mallam Lamido Sanusi, seeking to restrain the Financial Reporting Council of Nigeria, FRCN, from investigating him to maintain status quo. Trial judge, Justice James Tsoho, made the preservative order, pending the determination of the substantive suit. Sanusi is in the suit contending that by virtue of the provisions of Sections 7, 8, and 62 of the FRCN Act 2011, the Council lacked the statutory powers to investigate him and the CBN. Lamido SanusiHe is also seeking a declaration that the FRCN, constituting itself into an investigating body in a manner contained in some newspaper publications of March 24, is ultra vires its powers. Defendants in the suit are the FRCN and The Executive Secretary of FRCN. Meanwhile, FRCN has filed a preliminary objection, challenging the suit. The court has adjourned till April 11 to hear the substantive suit. It will be recalled that Sanusi had on March 27 refused to appear before the Council which was investigating allegations of financial recklessness against him. In a letter to the Executive Secretary of FRCN, Mr Jim Obazee, to explain why his client would not honour the Council’s invitation, Sanusi’s lawyer, Mr. Kola Awodein, SAN, said the invitation was not only in bad faith, but premeditated to embarrass and disparage his client. President Goodluck Jonathan had suspended Mr. Sanusi from office on February 21, 2014 following the recommendation by the Council, which accused the CBN, under his leadership, of financial recklessness. The recommendations followed the Council’s review of Sanusi’s response to its report on the audited financial statement of the CBN for the year ended December 2012 and other related issues, which it described as unsatisfactory. Following the receipt of the Council’s invitation on March 14, 2014, Sanusi said he responded two days later seeking clarification on the specific activities of the CBN the FRCN was investigating, adding that since no response was forthcoming from the Council, he did not see any need to honour the invitation, noting that he was surprised to see advertorials in newspapers and other media publicizing the invitation. He described the adverts as evidence of the Council’s avowed intent to act prejudicially, appalling that he was being invited after the Council had arrived at the “false and malicious conclusions” in its Briefing Note of June 7, 2013, on which the President relied to suspend him from office. He said the Council’s report lacked integrity since the FRCN neither gave him fair hearing, nor allowed him the opportunity to respond to the weighty allegations contained in the Briefing Note to the President. Sanusi added that a review of Sections 7, 8, 11, 25, 28, 58(2) and 62 of the FRC Act 2011 revealed that the Council lacked the authority and powers to conduct the investigation it was seeking to undertake. He said he was, however, constrained to decline the FRCN’s invitation for some compelling reasons. The council, after receiving Mr. Sanusi’s court papers last Thursday halted investigations of the bank chief but said it would continue with the CBN. TV EqualsLoading... This week’s Vikings was an emotional rollercoaster. It was a tough one for the ladies, in particular. Siggy and Lagertha endured brutal humiliations that were difficult to watch. Meanwhile, the Lothbrok men and Athelstan triumphed over their recent hardships. We begin with Siggy going to the Seer. He repeatedly asks her why she has come, and she doesn’t seem to know what she’s really after. She confesses that she wants her old position back and is bitter by her current circumstances. She also does not feel gratitude for Ragnar sparing her life after killing her husband. She asks if the gods will favor her, and the Seer replies, “The gods will always smile on brave women….” Siggy has been stoic in the face of many hardships, so to see her starting to crumble is disconcerting. Things don’t get better for Siggy with the return of King Horik. As Horik approaches Kattegat an eagle flies overhead symbolizing some kind of ominous connection perhaps with Jarl Borg. It’s interesting that Rollo and Siggy are out at the dock to greet them, instead of Ragnar and Aslaug. That night, there is a feast to welcome the men back. Almost immediately, Ragnar asks what happened to Athelstan. Horik responds that he doesn’t care what happed because Athelstan was worthless. Bjorn speaks up and says that he and his sister thought of Athelstan as family. This statement by Bjorn is pretty incredible. Think back to the time when Ragnar and Lagertha wanted to leave Bjorn and Gyda behind with Athelstan in charge. Bjorn was indignant that a slave would be in control. To go from that angry Bjorn to this kinder, thoughtful Bjorn is fantastic. Ragnar’s smile at Bjorn’s statement is similarly touching because it’s him acknowledging that he feels the same way. Of course, it’s no surprise that Floki has to chime in with an anti-Athelstan comment. Horik says that he wants revenge against King Ecbert. This sounds ridiculous, because he clearly has no idea what he’d be up against. Ragnar has seen Ecbert’s castle and knows that this is a more developed, organized society. He must also know that Ecbert would be a dangerous foe. Horik thinks that the best way to increase their man power is by bringing Jarl Borg back intot he fold. Ragnar looks less than thrilled at the idea, but doesn’t say much. If you are Ragnar’s enemy, this is the moment when you should worry. When Ragnar says nothing, it means that the wheels are turning. After dinner, Horik takes his son to meet with Siggy. He asks her to explain why she sleeps with him. She explains that she does it to improve Rollo’s position. Is this true? I think Siggy might throw Rollo over if someone like Horik was interested in marrying her. Unfortunately, by putting herself in such a subservient position, she will never get that kind of commitment from Horik. She must realize this when he asks her to have sex with his son. The sad thing is that Siggy only hesitates for a moment before agreeing to do it. Lagertha and even Aslaug never would have done that. Besides the horribleness of being pimped out, how crazy and creepy was it that Horik watched? Siggy didn’t have to do this. She has Rollo. She has a place to live. She’s not struggling to survive. Her ambition has led to her humiliation. Back in her home, Lagertha isn’t doing much better. Her husband ridicules her and rants about her not bringing Bjorn back. He exacts his revenge later that night by sending several men to beat her. Even though she gets in some good blows, they manage to overwhelm her. It is awful seeing Lagertha in such a weak position. In Kattegat, Bjorn develops a crush on the family slave, Porunn. He tries to be polite, but she is wary. I liked it when he asks if she has a boyfriend and she says, “Of course.” She probably doesn’t realize it, but blowing him off is what is going to keep Bjorn’s interest. Ragnar watches his son with amusement and doesn’t seem too concerned that the girl is a slave. Meanwhile, Rollo goes to Jarl Borg. Looking at Jarl Borg’s town in comparison to Kattegat, it’s a wonder he didn’t just raise Kattegat to the ground and go back to his fortress. His place makes Ragnar’s look like a dump. Jarl Borg confers with the skull of his dead with in order to decide to join the raiding party. It’s too bad his skull didn’t warn him what would happen. Back in England, Ecbert continues his dialogue with Athelstan about the pagans. Ecbert seems genuinely interested in history and other cultures. It’s hard to remember that during this time period, pagan artifacts would be destroyed – not studied and appreciated like they are now. The two seem to be developing a friendship that exists apart from the Viking raiders. I initially thought he’d try to use Athelstan, but so far he’s more interested with talking to him. Athelstan doesn’t have a bad deal. He will get to copy all of the parchments of the Caesars for Ecbert and be left alone. The only downside is that he is just that – alone. Ragnar and the others are his family. Athelstan’s hallucinations continue for some unknown reason. This time he sees the stigmata and bleeds from his head as if he is wearing the crown of thorns. I haven’t quite figured out what this is about. When Jarl Borg arrives at Kattegat, the look on Ragnar’s face is perfect. He smiles and looks at Floki in a way that shows he hasn’t forgiven or forgotten. After an evening of feasting, the hammer drops. Rollo leads an attack on Jarl Borg’s men. The next target is Jarl Borg, who Ragnar personally goes after. Ragnar tells him that he’s going to give him a blood eagle. First off, good on the commenters from last week who linked the eagle with the blood eagle. “Blood eagle” was a form of torture that involved breaking the ribs to resemble wings and pulling out the lungs. Jarl Borg begs Ragnar not to do it, but Ragnar’s face shows no signs of mercy. The takedown of Jarl Borg and his men is immensely satisfying. Lagertha’s humiliation continues as she sits, beaten and bruised at her husband’s table. Rather than fear, you can see the anger rise and spread throughout her entire being. When he attempts to show her breasts to the room, the levy breaks and she attacks him. After stabbing him in the eye, it looks like this may be it for her. But, one of the men steps forward and beheads her husband. Allegiances have switched and it looks like we may end up with Earl Lagertha. It’s time that Lagertha isn’t the victim of any man – unfaithful or abusive. The state of several of the relationships are up in the air at the end. Rollo seems to know that Siggy has betrayed him. He doesn’t say anything, but he recoils from her. Bjorn wants to do something nice for Porunn, but she can’t see past his role as the master. She must get over it eventually. Bjorn’s time with Lagertha has kept him from becoming an abusive brute. I was glad that Rollo didn’t kill Jarl Borg’s wife. For some reason, I have a feeling that she and Rollo may end up together. Ragnar’s defiance of Horik is a big move. Not only did he ignore Horik’s wishes, he went behind his back to slaughter Jarl Borg’s men. There are going to be some serious consequences. One of our cherished rights in this country is our 1st Amendment guarantee of free speech. Throughout our history, Americans have been allowed to speak their mind no matter how controversial the topic. Unfortunately, over time, this right has been steadily diminishing and the forces of censorship are winning. For example, on college campuses today, liberal speakers are welcomed, while conservatives are ignored and labeled too reactionary for young audiences. In the corporate world, beliefs in traditional marriage are considered homophobic and antiquated. In June of 2012, Dan Cathy, the Chief Operating Officer of Chick-fil-A, expressed support for traditional marriage in an interview. This led to boycotts and protests from gay rights activists. Even though a counter protest was launched in support of the chain, the damage had been done. Eventually, the restaurant executives decided to refrain from commenting on the marriage issue and their charitable foundation stopped giving financial support to pro-traditional marriage organizations. In effect, the protests silenced this corporation and their executives. In the last two years, the intimidation from gay rights activists has only increased. Almost all Democrat politicians are now supporters of gay marriage. Included in this number are President Barack Obama, former Secretary of State Hillary Clinton and former President Bill Clinton, all of whom previously opposed the legalization of same sex marriage. In fact, Bill Clinton even signed the Defense of Marriage Act in 1996, which allowed states to refuse to recognize same sex marriages sanctioned in other states. Today, 33 states still ban gay marriage, even though some courts are trying to override the will of the people in many of these states. One state that has seen a reversal is California. In June of 2013, the U.S. Supreme Court upheld a lower court ruling that legalized same sex marriage even though 52.2% of the voters approved Proposition 8 in 2008. The initiative banned gay marriage and was supported by a vast array of donors and volunteers. One of the donors was Brendan Eich, a technology innovator credited with inventing JavaScript and co-founding Mozilla, which operates web browser Firefox. He had the audacity to give $1,000 to support Proposition 8 and for that decision he is now unemployed. An online dating website discovered his donation and launched a boycott of Firefox. This led to Eich’s swift resignation as CEO of Mozilla and an apology from the company, which asked for forgiveness from activists for not moving “fast enough to engage with people once the controversy started. This is very disturbing for a number of reasons. Namely, Eich did nothing wrong in financially supporting a political cause. In fact, donating to a voter initiative should be applauded not condemned. It is the right of every American to get involved in political activity by donating or volunteering. Eich’s support of Proposition 8 is also totally irrelevant to his duties as CEO of Mozilla. He is credited as a leader in the industry who has played a major role in the growth of his company. According to venture capitalist Marc Andreessen, Eich “made a profound contribution to the Web and to the entire world. Despite his technology track record, Eich was forced to resign due to his views on marriage. This is a victory for the forces of censorship who have claimed another victim. It seems no one can oppose gay marriage. If so, their business will be attacked and their jobs will be threatened. Fortunately, not all gay rights activists support this type of censorship. Commentator Andrew Sullivan lamented that “if we are about intimidating the free speech of others, we are no better than the anti-gay bullies who came before us.” Yes, the tables have certainly turned. Irish Examiner ReporterThe country’s largest nursing union has claimed that its members’ ability to provide safe levels of care to patients is being compromised by a significant shortfall in staff numbers. The Irish Nurses and Midwives Organisation said HSE figures show there are now 5,100 fewer full-time equivalent nurses and midwives working in Ireland than there were in 2009. The INMO said it has been asking for a long time that the moratorium on the recruitment of nurses and midwifery grades be lifted. The matter was referred as a dispute to the Labour Relations Commission and a conciliation conference between the two sides was held on March 7. A second conference was held on March 20. However, according to the INMO, a resolution was not achieved. “The INMO’s argument is that the reduction in nursing numbers resulting from the moratorium is unsustainable,” said Phil Ni Sheaghdha of the INMO. “Clearly, this has impacted on the service and the ability of nurses and midwives to provide a safe level of care to patients. Furthermore, Ms Ni Sheaghdha said the nursing union had been arguing that the shortfall in numbers is also inefficient from a cost perspective as the HSE is now engaging the services of more than 700 agency nurses or midwives per week. “While these facts are not disputed, a resolution was not arrived at and the HSE sought an adjournment for five weeks which has been granted and the parties are to reconvene at the Labour Relations Commission towards the end of April to continue dealing with these issues,” Ms Ni Sheaghdha told members. Last month, the nursing union released the findings of a midwifery staffing survey which, it said, confirmed the health service has a “critical shortage” of midwives in all of the country’s 19 maternity hospitals/ units. The survey found the internationally recommended midwife to birth ratio, of 1:29.5 births, was not in place in any of the units, with the ratio varying from 1:32 to 1:55 and a national average of 1:40. Across the border in the North, the ratio is just 1:24. The survey concluded that the maternity service required more than 620 midwives to reach the recommended staffing level for safe and better care. In February, a report was published in the respected medical journal, The Lancet, on patient mortality and the link to nursing numbers. After studying the outcomes of more than 400,000 patients aged 50 years and older in 300 hospitals in nine European countries, the authors of the report were able to conclude that an increase in a nurses’ workload by just one patient increased the likelihood of an in-patient dying within 30 days of admission by 7%. © Irish Examiner Ltd. April 4, 2014 7:18 p.m.TweetEmailPrint(0) CommentsLast year when I drove the 109-horsepower Nissan Versa Note I thought I'd driven the slowest accelerating car made in the past 10 years. The new Mitsubishi Mirage makes the pokey Versa Note feel frisky. Mirage is a pleasant looking small hatchback designed for the entry-level buyer. It's a small segment of the market, but there is a need for inexpensive entry-level economy cars. I'm happy that low-cost economy models exist, but I expect a new car to have enough power. Mirage has a 1.2-liter 3-cylinder engine that creates a mere 74 horsepower. That makes it slow to pull away from stoplights, and it requires quite a long run down an entry ramp to get to highway speeds. Under heavy acceleration, the drivetrain groans considerably. The sparkling metallic red Mirage ES that I tested comes with a continuously variable transmission (CVT) that does the car no favor by seeming to hunt for the appropriate gear to pull the front-drive sedan up to normal driving speeds. The irony is that CVTs usually are super smooth-shifting with infinite gear ratios so a car gets good gas mileage. Certainly that's what you expect with a small engine and a price of $13,700 for the base DE model with a five-speed manual transmission. That model is rated at 34 mpg city and 42 mpg highway, while the ES model is rated at 37 mpg city and 44 highway, due to the CVT. However, I got just 29.6 mpg in about 60% city driving, considerably lower than the EPA numbers. The tested Mirage ES starts at $15,195. Add the $795 delivery charge, and this car comes in just under $16,000. Sadly, the performance reflects the price. In addition to the weak power, the Mirage also falls short in a couple other areas. Its ride is choppy. The wheelbase is a short 96.5 inches, and the tires are only 14 inches. You feel every bump and expansion joint in the roads. There's also a high-pitched wind hum once the car gets to about 40 mph, but it appeared to be from the body or mirrors, not a window air leak. Handling is vague, with more play in the wheel than you'd expect in a small car, and there's some lean in tight turns. The Mazda2, Hyundai Accent and Ford Fiesta have much more responsive steering. Though, steering effort is light and easy. The car feels light, and the braking is fine, with discs up front and drums in back. Most cars now have discs all around, but this is one way to keep the car's costs down. Mitsubishi does give the Mirage traction and stability control systems. Mirage's interior is well laid out and doesn't feel or look like an entry-level product. The test car's dash is textured black plastic, and there's a gloss black surround on the center stack, with matte silver trim by the shifter and on the tilt-only steering wheel's hub. The wheel and shifter also are leather-wrapped. The test car's seats were a black and purple cloth pattern that looked youthful, not cheap or tacky. Equipment is not bare bones either. There are radio, phone and cruise-control buttons on the steering wheel hub and power mirror buttons on the dash's left side. What impressed me most was the clean gauge and center stack design with a large 140-watt radio with big channel selection buttons and a big volume knob in the center. Likewise, the climate controls are large with automatic digital temperature control. The Mirage's seats are fairly flat, with just mild contouring, and they are firm. I found them comfortable enough for city driving. I also liked the dial on the driver's seat that raised and lowered its height. Despite the car's small dimensions, head and legroom are good up front and moderate in back. If no one is exceedingly tall, you can get four adults into the Mitsubishi. There's good storage behind the rear seat as the cargo area under the hatch measures 17.2 cubic feet. The rear seats also split and fold nearly flat, but you must release the seat backs from the back. So you have to open the hatch to lower them. I also like that there's a wiper on the hatch window. Other interior features include two cup holders between the front seats, plus an open box in front of the console's gear shift lever. The headlights also turn off a few seconds after you shut off the car's ignition and open the door, although there is a warning beep when you open the door. There's also push-button start, but the button is somewhat awkwardly located on the dash's left side, where you might expect a lights knob in an older car. The Mirage's sun visors also feel flimsy and do not slide. This is a basic, bare-bones car at a low price, and one that's aimed at first-time buyers who need economy more than anything else. Be aware there are several other low-cost small cars on the market, so drive them all before making your choice. Aroldis Chapman, Cincinnati Reds -- Chapman says that he feels good after his scary spring training injury. He's still awaiting medical clearance to resume baseball activities. 19. Francisco Rodriguez, Milwaukee Brewers -- Surprisingly, it's Rodriguez, and not Jim Henderson, closing for the Brewers. Manager Ron Roenicke said the arrangement will remain this way for the time being. 21. Jim Johnson, Oakland A's -- Johnson blew a save on Wednesday and already has two losses on the season. 22. Rex Brothers, Colorado Rockies -- I think Brothers takes over the job from LaTroy Hawkins before long. 24. Jose Veras, Chicago Cubs -- Veras blew his first save opportunity in a Cubs uniform, but he's still in command in the ninth. Pedro Strop got the save on Thursday because Veras was stretched on Wednesday. 25. Casey Janssen, Toronto Blue Jays -- Janssen is currently on the DL with a lower back strain. He's expected to reclaim the closer's chair when he returns, but it's within the realm of possibility that Sergio Santos pitches well enough to keep the job. 26. Sergio Santos, Toronto Blue Jays -- Santos will serve as Totonto's closer in the short term, but does have a chance to steal what was Janssen's job if he pitches well over the next few weeks. He has experience as a lock-down closer, saving 30 games with the White Sox in 2011. However, he gave to Brett Cecil on Wednesday. 27. Fernando Rodney, Seattle Mariners -- Rodney will have to be vigilant to hold off Danny Farquhar, who seemed a shoo-in to be Seattle's closer this year. Vigilance isn't exactly a strong suit for Rodney. 28. Jose Valverde, New York Mets -- With Bobby Parnell potentially facing elbow surgery, Valverde finds himself in the right place at the right time. He's now the Mets closer for the foreseeable future. 29. Carlos Martinez, St. Louis Cardinals -- He'd be far more valuable in the rotation, which is where he ultimately could end up this season. 30. Jonathan Broxton, Cincinnati Reds -- Broxton is expected to be activated from the DL early next week, assuming all goes well in his rehab appearances over the weekend. He will serve as the Reds closer while Aroldis Chapman is out. 31. LaTroy Hawkins, Colorado Rockies -- Hawkins is the closer for now, but Rex Brothers is breathing down his neck. 32. Tommy Hunter, Baltimore Orioles -- Hunter gave up a single and hit a batter, but ultimately picked up a save in his first opportunity of the season. Keep an eye on this situation, though. Hunter isn't exactly out of the woods. 33. Matt Lindstrom, Chicago White Sox -- Lindstrom is the closer on the South Side of Chicago at the moment, but don't bet on him holding the job for long. Nate Jones is still the far superior pitcher. 34. Josh Fields, Houston Astros -- Fields got the first save for the Astros this year, working a tidy ninth inning against the Yankees. It looks like it's his job to lose until Jesse Crain returns. 36. Danny Farquhar, Seattle Mariners -- Farquhar could definitely force his way back into the ninth, especially given that the shaky Rodney is the only thing standing between him and the closer's job. 37. Jim Henderson, Milwaukee Brewers -- Don't lose faith in Henderson just yet. He could be back in control in the ninth if K-Rod hits a rough stretch. This does, however, feel like a permanent move if Rodriguez establishes consistency in the role. 38. Nate Jones, Chicago White Sox -- It was surprising and disappointing to see Robin Ventura rely on the familiar old trope of being a "proven closer" in opting for Lindstrom over Jones. If you own Jones, don't cut bait just yet, even though he hit the DL on April 4. The bet here is he's closing games before long, though he has struggled in the early going. More from SI.
